Pakistan signs MoU with World Liberty affiliate to explore stablecoin-based cross-border payments.

USD1 stablecoin may integrate with Pakistan’s regulated payments system as digital finance efforts expand.

Deal highlights Pakistan’s push to become a key digital payments hub amid rising global stablecoin adoption.

Pakistan’s federal government has signed a memorandum of understanding (MoU) with SC Financial Technologies LLC, an affiliated entity of World Liberty Financial, to explore using World Liberty’s stablecoin for cross-border payments.

The announcement was made by the Pakistan Virtual Asset Regulatory Authority (PVARA), which described the agreement as enabling “dialogue and technical understanding around emerging digital payment architectures.”

The MoU comes amid a visit to Pakistan by Zach Witkoff, co-founder and chief executive of World Liberty and son of US special envoy Steve Witkoff.

During his visit, Witkoff met senior Pakistani stakeholders to discuss how countries are approaching secure, compliant, and transparent digital payment infrastructure, including innovations in cross-border settlement and foreign exchange processes.

“Our focus is to stay ahead of the curve by engaging with credible global players, understanding new financial models, and ensuring that innovation, where explored, is aligned with regulation, stability, and national interest,” said Finance Minister Muhammad Aurangzeb.

Industry observers note that this marks World Liberty Financial’s second engagement with Pakistan, reinforcing the country’s positioning as a potential early-stage partner for exploring new digital payment models, including the USD1 stablecoin.

The MoU builds on earlier efforts, including a Letter of Intent signed in April with the Pakistan Crypto Council, which laid the groundwork for knowledge-sharing and ecosystem-level dialogue around emerging financial technologies.

Stablecoin integration and global finance implications

Under the agreement, SC Financial Technologies will work with Pakistan’s central bank to integrate the USD1 stablecoin into a regulated digital payments structure.

This would allow the token to operate alongside Pakistan’s own digital currency infrastructure, potentially providing a new framework for cross-border settlement.

Stablecoins—digital tokens typically pegged to the US dollar—have expanded rapidly in global markets.

Under President Donald Trump, federal regulations in the United States have been widely viewed as supportive of the sector.

Countries worldwide are increasingly examining how stablecoins can complement existing payment systems, with regulatory compliance becoming a key consideration for global adoption.

World Liberty’s engagement with sovereign states has already demonstrated impact in other markets.

Reuters previously reported that in May, the state-controlled Abu Dhabi investment company MGX used World Liberty’s stablecoin to acquire a $2 billion equity stake in Binance, the world’s largest cryptocurrency exchange.

Pakistan’s growing digital finance ecosystem

Pakistan has actively pursued initiatives to strengthen its digital finance ecosystem.

The PVARA highlighted that the country is emerging as a compelling frontier market for digital payments, supported by over $38 billion in annual remittance inflows, a rapidly growing digital economy, an estimated 40 million crypto users, and an annual trading volume of up to $300 billion in digital assets.

Recent regulatory steps include the issuance of No Objection Certificates (NOCs) to Binance and HTX, allowing both platforms to initiate local incorporation in under five months—a faster timeline than in many other jurisdictions.

The visits of Changpeng Zhao, founder of Binance, and Justin Sun, founder of TRON, reflect ongoing international interest in Pakistan’s regulatory framework and growing digital finance market.

PVARA stated that with sustained global engagement and a structured, regulation-first approach, Pakistan is increasingly viewed as a market to watch in the evolution of digital finance, particularly as the country explores new models for cross-border payments and stablecoin integration.

Pakistan has been exploring digital currency initiatives as it looks to reduce cash usage and improve cross-border payments such as remittances, which are a key source of foreign exchange for the country.

In July, Pakistan’s central bank governor said the institution was preparing to launch a pilot for a digital currency, and that it was finalising legislation to regulate virtual assets.

VanEck noted that Bitcoin has decoupled from stock and gold markets after the October deleveraging.

Justin d’Anethan said Bitcoin’s rise in a low-leverage environment shows excess speculation has eased.

Michaël van de Poppe predicted bitcoin could hit $100,000 after a clean move above $92,000.

Global investment management firm VanEck believes the first three months of 2026 could favour a risk-on environment, as investors regain something markets have lacked for years: clearer direction on key policy forces.

In a Q1 2026 outlook published on Tuesday, the firm pointed to improving visibility around US fiscal conditions, monetary policy expectations, and major investment themes.

That set-up is typically supportive for riskier corners of the market, such as AI and tech stocks, as well as crypto.

However, VanEck said Bitcoin is sending a different message, with short-term signals becoming harder to trust after a break in its usual cycle behaviour.

VanEck sees clearer policy conditions for early 2026

VanEck said markets are entering 2026 with “visibility,” framing it as a more stable phase compared to the uncertainty that dominated previous years.

The firm’s base case is that investors will face fewer shocks linked to fiscal and monetary decisions, creating a backdrop where risk assets can perform more confidently.

It added that improved clarity around policy direction is part of what makes the first quarter attractive for risk-taking.

At the same time, VanEck stressed that its views are medium-term in nature, rather than based on short-lived market events.

Bitcoin cycle break complicates the near-term picture

Despite expecting supportive conditions for risk assets, VanEck said bitcoin’s typical four-year cycle “broke in 2025,” making it difficult to rely on traditional timing signals.

The firm said this has contributed to a more cautious stance over the next three to six months.

VanEck also noted that not everyone inside the company shares the same level of caution, with some executives still taking a more constructive view on bitcoin’s immediate cycle.

The split highlights how unclear the near-term set-up has become, even as broader macro direction appears easier to read.

Bitcoin decouples after October deleveraging

VanEck also flagged that bitcoin has decoupled from stock and gold markets in recent months.

The move followed a major deleveraging event in October, which changed how bitcoin has traded relative to both equities and traditional safe-haven assets.

This matters because bitcoin’s correlation with other markets has often shaped how investors position it in a broader portfolio.

If those relationships weaken, it becomes harder to treat bitcoin as a simple extension of risk sentiment, particularly when leverage conditions shift.

Analysts debate the next move as BTC retests $92,000

The proposed trust bank would operate solely within stablecoin services under OCC supervision.

USD1 has reached over $3.3 billion in circulation within a year of launch.

The stablecoin is fully backed by US dollars and short-term US Treasury assets.

World Liberty Financial, a crypto firm linked to the Trump family, has applied for a national trust bank charter, a move that would place its stablecoin issuance and custody activities within the traditional banking regulatory framework.

USD1’s circulation rapidly increased to more than $3.3 billion within a year of its issuance.

Trust bank filing

According to filings with the US Office of the Comptroller of the Currency, World Liberty Financial has applied to launch World Liberty Trust Company through its subsidiary WLTC Holdings LLC.

The proposal outlines a national trust bank designed solely for stablecoin-related activity.

The trust bank would be authorised to issue, redeem, and custody USD1. It would not offer traditional lending or retail banking services.

Instead, it would operate within the long-established OCC trust bank framework, which requires strict asset segregation, independent reserve oversight, and regular examinations.

If approved, World Liberty Financial would operate under the same federal supervision applied to traditional trust institutions.

Stablecoin services

World Liberty Trust Company plans to offer three core services under US regulatory supervision.

These include minting and redeeming USD1, enabling conversion between US dollars and the stablecoin, and providing custody for USD1 and other approved stablecoins.

At launch, minting and redemption are expected to be fee-free.

All services would follow anti-money laundering rules, sanctions screening, and enhanced security controls.

The structure is also designed to align with the proposed GENIUS Act, which aims to establish clear federal standards for stablecoin issuers operating in the US.

USD1 growth

USD1 has expanded quickly since its launch, reaching about $3.3 billion in circulation within its first year. This growth places it among the fastest-scaling stablecoins so far.

The token is fully backed by US dollars and short-term US Treasury assets held with regulated financial institutions.

The stablecoin already operates across multiple blockchains, including Ethereum, Solana, BNB Smart Chain, TRON, Aptos, and AB Core.

It is also listed on major exchanges such as Binance and Coinbase, making it accessible to both retail and institutional users.

Regulatory pathway

If the OCC grants approval, the trust bank would initially focus on institutional clients seeking regulated stablecoin issuance and custody services.

The review process is expected to be detailed, covering capital adequacy, compliance infrastructure, and risk management systems.

The move follows earlier steps by US regulators to engage with crypto firms.

In December last year, the OCC issued conditional approvals to firms including Fidelity Digital Assets, Ripple, Paxos, and Circle.

More recently, Crypto.com and Coinbase have also submitted applications, reflecting a broader industry push toward federally regulated crypto banking structures.

Ubyx focuses on clearing and reconciling stablecoins issued by different providers.

Barclays is prioritising regulated tokenised money rather than issuing its own stablecoin.

The stablecoin market continues to be dominated by Tether, with most usage confined to crypto trading.

Barclays has taken its first direct step into the stablecoin sector by investing in US-based settlement firm Ubyx, marking a shift in how the British lender is approaching digital money.

The move, as reported by Reuters, comes as global banks cautiously test how blockchain-based payment systems could be integrated into regulated finance.

Rather than issuing a token of its own, Barclays is backing market infrastructure that sits behind stablecoins.

The investment also reflects renewed institutional interest in crypto-linked systems after a sharp rebound in digital asset markets and a more supportive stance from US President Donald Trump toward the sector.

What Ubyx does

Ubyx, launched in 2025, operates as a clearing and settlement layer for stablecoins.

Its core function is to reconcile tokens issued by different stablecoin providers, allowing them to move more smoothly across platforms.

Stablecoins are cryptocurrencies designed to track mainstream currencies on a one-to-one basis, most commonly the dollar.

While they are widely used within crypto trading, their fragmented issuance model has limited broader interoperability.

Ubyx aims to address that fragmentation by acting as a neutral clearing system rather than a token issuer.

Barclays has not disclosed the size or valuation of its stake, but confirmed it is the bank’s first investment in a stablecoin-related company.

Other backers of Ubyx include the venture capital arms of Coinbase and Galaxy Digital, according to PitchBook data.

Why banks are paying attention

Over the past year, banks and financial institutions have revived discussions around stablecoins and tokenised assets.

This renewed momentum has been driven by rising crypto prices and political signals in the US that are perceived as more favourable to the sector.

Stablecoins are increasingly viewed as a potential bridge between traditional finance and blockchain systems, particularly for settlement and cross-border transfers.

Despite this interest, most bank-led blockchain initiatives remain at an early stage. Institutions are still assessing regulatory boundaries, operational risks, and real-world demand.

Barclays has framed its involvement with Ubyx as part of a broader effort to explore tokenised money that remains within existing regulatory frameworks, rather than operating in parallel systems outside them.

Regulatory perimeter focus

A key element of the Barclays-Ubyx relationship is its emphasis on regulation.

The bank has said the collaboration is intended to support the development of tokenised money within the regulatory perimeter.

This approach aligns with how major lenders are positioning themselves in the digital asset space, prioritising compliance and supervisory clarity over speed.

In October, Barclays was among 10 banks, including Goldman Sachs and UBS, that announced a joint initiative to explore issuing a stablecoin linked to G7 currencies.

That project highlighted growing coordination among large banks, even as concrete launches remain some way off.

Stablecoin market context

The stablecoin market has expanded rapidly in recent years.

The sector is dominated by Tether, which has about $187 billion worth of tokens in circulation.

Despite their size, stablecoins are still primarily used for transferring funds within crypto markets rather than for everyday payments or corporate settlement.

By investing in Ubyx, Barclays is targeting the infrastructure that could support wider adoption if stablecoins move beyond their current niche.

The strategy suggests that major banks are preparing for multiple future scenarios, even as the practical use of stablecoins in mainstream finance remains limited for now.

Alt5 Sigma faces scrutiny after missing filings and hiring an auditor whose licence expired earlier this year.

Trump-linked crypto deal draws attention as governance gaps and auditor penalties raise oversight concerns.

Board exits, audit delays, and legal disclosures put Alt5 Sigma at risk of Nasdaq delisting.

Alt5 Sigma, a US-listed crypto firm that struck a high-profile deal with a Trump-backed digital asset venture, is facing growing regulatory and governance scrutiny after a series of audit, filing, and board-level disruptions, Financial Times reported.

The company is yet to publish overdue financial results and is now working with an audit firm whose licence to practise lapsed earlier this year.

The developments have raised fresh questions about oversight at the company just months after it committed to holding large volumes of a politically connected crypto token.

Alt5 Sigma drew attention in August when it agreed to buy and hold tokens issued by World Liberty Financial, a crypto project backed by the Trump family.

The deal also saw Eric Trump join Alt5 Sigma as a board observer, while World Liberty Financial became an investor in the company.

Since then, Alt5 Sigma has struggled to meet its regulatory obligations, triggering concerns among investors and regulators.

Auditor under review

In December, Alt5 Sigma appointed Victor Mokuolu CPA PLLC as its new auditor.

However, filings in Texas show that the firm’s licence to practise expired in August and had not been renewed as of December 26.

Under state rules, the firm is barred from carrying out audit work until the licence is reactivated.

Alt5 Sigma told Financial Times, its auditor is undergoing a mandatory peer review under Texas State Board of Accountancy regulations, with the process expected to conclude by the end of January 2026.

The company said no audit or review of its financial statements will be issued until the firm’s licence becomes active.

While Victor Mokuolu renewed his personal certified public accountant licence on August 31, his firm’s licence remained inactive at year-end.

Past regulatory penalties

The audit firm has previously faced enforcement action.

In 2023, the Public Company Accounting Oversight Board fined Victor Mokuolu CPA PLLC $30,000 for failing to notify the regulator about audits of six public companies it conducted in 2022.

The Texas board imposed an additional $15,000 penalty last year for the same violations.

The firm has also been working for more than two years to address deficiencies that resulted in a failing grade under the profession’s peer review process in 2023.

Despite this, it disclosed 30 small-cap audit clients in a recent regulatory filing.

Mokuolu founded the firm in 2020 after working in the oil and gas industry.

Filing delays and board gaps

Alt5 Sigma has not filed its quarterly results for the period ending in late September, placing it at risk of being delisted from Nasdaq.

The company attributed the delay partly to the timeliness and responsiveness of its previous auditor, which formally resigned in November.

Governance issues have compounded the pressure.

Chief financial officer Jonathan Hugh, hired around the time of the Trump-linked deal, left after three months.

Chief executive Peter Tassiopoulos exited in October.

Board member David Danziger resigned last month, leaving Alt5 Sigma in violation of requirements to maintain an audit committee of a certain size with accounting expertise.

Corporate shifts and disclosures

Alt5 Sigma was incorporated in July 2024 by biotech firm JanOne Inc., which merged with Alt5 Sigma and adopted its name in the same month.

JanOne had previously rebranded in 2019, having earlier operated as Appliance Recycling Centers of America.

The company says it provides infrastructure that allows financial institutions to integrate with digital assets.

As of December 8, it held about 7.3 billion $WLFI tokens valued at roughly $1.1 billion.

Since August, its chair has been Zack Witkoff, co-founder of World Liberty Financial and son of Steve Witkoff, President Donald Trump’s special envoy for peace negotiations.

Alt5 Sigma has also disclosed that its Canadian subsidiary and former principal were found criminally liable by a Rwandan court in May for offences including illicit enrichment and money laundering.

That ruling is under appeal, with both parties denying wrongdoing.

Coinbase argues the Commodity Exchange Act gives the CFTC exclusive authority over event contracts.

Earlier cases involving Kalshi show courts have yet to settle the issue decisively.

The rulings could shape how prediction markets and related financial products develop nationwide.

Coinbase has taken its dispute with US regulators to court as it expands into prediction markets, filing lawsuits against authorities in Connecticut, Illinois, and Michigan.

The legal challenge centres on a fundamental question facing financial markets in the United States: whether prediction markets should be regulated at the federal level as financial derivatives or treated by states as gambling products.

Coinbase argues that the answer has already been set out in federal law.

State regulators disagree, setting up a clash that could redefine oversight for event-based markets tied to finance, politics, and real-world outcomes.

A jurisdictional battle takes shape

The exchange’s case is built around the Commodity Exchange Act, which grants the Commodity Futures Trading Commission authority over derivatives, including event contracts.

Coinbase maintains that prediction markets listed on CFTC-supervised platforms fall squarely within this framework.

From the company’s perspective, state efforts to apply local gambling laws amount to regulatory overreach.

Paul Grewal, Coinbase’s Chief Legal Officer, has positioned the lawsuits as a response to what the company sees as a direct conflict between federal authority and state enforcement.

Coinbase argues that allowing individual states to intervene risks creating a fragmented regulatory system that undermines national consistency. In that scenario, stricter jurisdictions could effectively block federally approved products across the country.

Gambling labels under scrutiny

A central issue in the lawsuits is how prediction markets are defined.

State regulators have moved to classify them alongside sports betting and casino-style gambling.

Coinbase rejects this comparison, arguing that the mechanics are fundamentally different.

Prediction markets operate as marketplaces that match buyers and sellers who take opposing views on future events.

Prices are set by market demand rather than by a house that manages odds.

Coinbase says this structure aligns prediction markets with derivatives trading, not wagering, and places them within the scope of federal commodities law rather than state gaming statutes.

Federal oversight and compliance claims

Coinbase has also pointed to the regulatory obligations attached to CFTC-supervised markets.

These include monitoring for manipulation, position limits, and ongoing compliance requirements designed to protect market integrity.

According to the exchange, these safeguards already address many of the consumer protection concerns cited by state regulators.

Ryan VanGrack, Coinbase’s Vice President of Legal, has argued that state-level intervention risks duplicating or conflicting with federal oversight.

The company maintains that pulling prediction markets under local gambling rules ignores how federally regulated derivatives markets operate and threatens uniform supervision.

The strategy focuses on a major protocol upgrade, real-world asset lending, and mobile adoption.

Aave V4 aims to unify cross-chain liquidity and simplify development.

Horizon targets faster growth in tokenised real-world asset markets through institutional partners.

Aave is setting out its next phase of expansion as regulatory uncertainty in the US eases for the decentralised finance protocol.

Founder and chief executive Stani Kulechov on Dec. 17 detailed what he described as a “2026 Master Plan”, one day after the US Securities and Exchange Commission formally dropped its long-running investigation into the platform.

The update comes after what Aave described as its strongest year so far, with 2025 marked by record net deposits and billions of dollars in activity processed across the protocol.

With the regulatory probe no longer hanging over the project, Aave’s leadership is now focusing on scaling its technology, widening its institutional footprint, and pushing further into consumer-facing products.

According to Kulechov’s post on X, Aave’s strategy for 2026 rests on three core priorities: a major protocol upgrade, the expansion of tokenised real-world asset markets, and broader user adoption through a mobile app.

Aave V4 upgrade

The first pillar of the roadmap is Aave V4, the next major iteration of the lending protocol.

The upgrade is designed to introduce cross-chain liquidity, a modular architecture, and deeper customisation for developers and partners.

Aave Labs, the core development team, had already published a V4 launch roadmap in September, outlining final testing and review phases.

A central feature is the Cross-Chain Liquidity Layer, which builds on earlier versions of the protocol to address fragmented liquidity across different blockchains.

Under the new design, liquidity pools are reorganised into capital hubs on each network, with specialised spokes layered on top to support tailored lending markets for specific asset types.

The structure is intended to support significantly larger volumes of capital while simplifying how new products are launched on Aave.

The upgrade also includes new cross-chain interfaces and a revamped developer experience, which Aave expects will make integrations easier for fintech firms, enterprises, and other large-scale users.

Horizon and institutional markets

The second focus area is Horizon, Aave’s decentralised lending market for tokenised real-world assets.

Horizon is positioned as a gateway for traditional financial institutions to access DeFi infrastructure while bringing off-chain assets on-chain.

Horizon launched on Aug. 27 and surpassed $50 million in deposits by September 1, with most of the early liquidity arriving in RLUSD and USDC. Since then, net deposits have grown to around $550 million.

Aave plans to accelerate Horizon’s growth in 2026, with a stated aim of pushing deposits beyond $1 billion.

The strategy involves expanding collaborations with established financial players including Circle, Ripple, Franklin Templeton, and VanEck.

Through these partnerships, Aave intends to onboard major global asset classes and expand its reach into a real-world asset market estimated at more than $500 trillion.

Aave App and user growth

The third pillar of the roadmap targets consumer adoption through the Aave App. Launched in mid-November, the app offers a banking-style savings experience designed to make decentralised lending more accessible to non-crypto-native users.

The app is currently available on the Apple App Store and is expected to see a broader rollout next year.

Aave is targeting a user base of one million as it seeks a foothold in the global mobile fintech market, which it estimates at about $2 trillion.

The push reflects Aave’s view that long-term scaling depends on product-level adoption, not just protocol-level liquidity.

DOJ seizes Burma-linked trading domains used for major crypto scam operations.

Fraud network tied to Tai Chang compound used fake platforms to lure victims.

FBI alerts led to app removals and Meta shutting 2,000+ accounts tied to scams.

The United States Justice Department has widened its action against a major scam network in Burma, focusing on how the group used fraudulent trading sites to run large crypto investment schemes.

The latest step involved seizing the domain tickmilleas.com, which looked like a functioning trading platform but was actually tied to the Tai Chang compound, also known as Casino Kosai, in Kyaukhat.

The update came in a December 2 announcement from the DOJ’s Office of Public Affairs and builds on a series of efforts aimed at disrupting transnational online fraud linked to Southeast Asia.

Crypto scam links widen

The takedown followed earlier moves in the same week when two additional domains were seized after being linked to the same Burma-based compound.

These domains formed a network of sites built to mimic legitimate investment services.

Each platform carried fabricated dashboards, fake transaction logs, and simulated returns that made victims believe their funds were being actively managed.

Tai Chang is part of a system of scam compounds that operate across the region.

These complexes are often controlled by criminal networks that rely on trafficked or coerced workers to run online scams.

They have grown rapidly in countries such as Myanmar, Cambodia, Laos, and Vietnam, which have become hotspots for crypto fraud operations.

Many of the victims are targeted through trading sites that appear authentic but are designed to channel money into criminal groups.

Fraud networks shift tactics

The DOJ identified Tai Chang as having clear links to entities already sanctioned by the United States.

These include the Democratic Karen Benevolent Army and the Trans Asia International Holding Group.

Both were recently listed as Specially Designated Nationals because of their association with Chinese organised crime and their involvement in building scam centres across Southeast Asia.

Their participation has contributed to the spread of fraudulent investment operations throughout the region.

Investigators found that tickmilleas.com was deliberately designed to resemble a real investment platform.

It included dashboard features, performance charts, and false deposit records that suggested active trading.

Victims were also encouraged to download mobile applications from Google Play and the Apple App Store.

After the FBI alerted both companies, many of these applications were removed from the platforms.

Information provided by the agency also led to Meta shutting down more than 2,000 accounts across its social media platforms.

These accounts were used to direct users to the fraudulent investment sites and maintain the appearance of a legitimate trading ecosystem.

Seized domain examined

Although the tickmilleas.com domain was registered only in early November 2025, several individuals had already fallen victim to the scheme within the past month.

According to the DOJ, the platform was actively used to defraud people who believed they were participating in real crypto investments.

The site currently displays a notice confirming that it has been seized by law enforcement.

The DOJ stated that the action forms part of a broader effort to prevent US infrastructure from being used to support international fraud.

The coordinated takedowns of domains and malicious applications aim to cut off the digital channels that allow scam compounds to reach victims worldwide.

Cayman foundation registrations surge as Web3 projects seek safer, liability-shielded structures.

DAOs turn to Cayman models after US rulings raise risks for unwrapped decentralised organisations.

New OECD reporting rules take effect in 2026, but most DAO treasury foundations may remain exempt.

The Cayman Islands is recording a sharp rise in foundation company registrations as Web3 projects reassess where to base their legal entities.

New figures show a strong year-on-year jump in these registrations, signalling how the jurisdiction is becoming a preferred destination for decentralised projects seeking legal clarity.

The growth began gathering pace toward the end of 2024 and has already carried into 2025, with communities and developers looking for structures that can support expanding ecosystems.

The trend reflects how recent legal developments, particularly in the United States, are prompting DAOs and Web3 organisations to seek more predictable, liability-shielding frameworks.

DAO structure shifts

Foundation companies in the Cayman Islands are increasingly being used as legal wrappers for DAOs and as ecosystem stewards for major Web3 networks.

Registrations now include more than 1,300 entities at the end of 2024 and over 400 newly formed in 2025.

Cayman Finance reports that many leading Web3 projects have chosen the jurisdiction, including at least 17 foundations that oversee treasuries above the hundred-million threshold.

These entities allow DAOs to sign agreements, manage intellectual property, hire contributors, and interact with regulators without exposing tokenholders to personal liability.

The shift accelerated after the Samuels v. Lido DAO decision in 2024, where a US federal court found that an unwrapped DAO could be treated as a general partnership under California law.

This prompted many communities to reassess their structures.

The Cayman model provides separate legal personality and ownership capabilities that help plug this liability gap.

Add tax neutrality and a framework familiar to institutional allocators, and the jurisdiction becomes attractive to projects that need both compliance readiness and operational flexibility.

Global Web3 competition

Jurisdictions worldwide are trying to position themselves for the next wave of Web3 growth.

The US has made repeated political pledges about becoming a global crypto hub, particularly under President Donald Trump, yet only a few states explicitly recognise DAOs as legal persons.

This leaves many organisations navigating fragmented rules at the entity level.

Switzerland remains a major onshore centre for Web3 foundations, with the Crypto Valley region now hosting more than 1,700 active blockchain firms and recording growth of over 130% since 2020.

Foundations and associations have become an increasingly important part of this expansion, although projects continue to diversify their jurisdictional footprints in search of structures aligned with their long-term plans.

Compliance changes

The rise in Cayman-based Web3 foundations coincides with a major regulatory shift.

The Cayman Islands has implemented the Organisation for Economic Co-operation and Development’s Crypto-Asset Reporting Framework, with new Tax Information Authority regulations taking effect from January 1, 2026.

The framework brings due diligence and reporting requirements for “Reporting Crypto-Asset Service Providers,” covering entities that exchange crypto for fiat or other crypto, operate trading platforms, or provide custodial services.

These entities will need to collect tax-residence information from users, track specific transactions, and submit annual reports to the Tax Information Authority.

Legal professionals note that the rules are expected to apply only to service providers engaged in exchange or brokerage activity.

Structures that merely hold crypto assets, such as protocol treasuries, investment funds, or passive foundations, are likely to fall outside this reporting scope under the current interpretation.

This suggests that many DAO-related foundations that act purely as ecosystem stewards or treasury vehicles may continue to benefit from Cayman’s legal certainty without assuming full reporting duties, so long as they are not running exchange, brokerage, or custody operations.

As Web3 organisations mature and adapt to evolving compliance landscapes, the Cayman Islands appears set to remain a central node in the global distribution of decentralised governance structures.

About 14% of wallets showed behaviour consistent with coordinated wash trading.

Artificial trading peaked at 60% in December 2023 and dropped to 5% by May.

ICE plans to invest up to $2 billion as Polymarket prepares for a regulated US return.

A new study by Columbia University researchers has found that nearly a quarter of all trading on Polymarket, one of the world’s leading decentralised prediction platforms, has been artificially inflated by wash trading over the past three years.

Using blockchain analytics, the researchers traced millions of transactions on the Polygon network and found widespread patterns of self-dealing that misrepresented market depth and liquidity.

The findings challenge the perceived transparency of blockchain-based prediction markets and raise deeper questions about how decentralised finance can preserve integrity while operating without traditional oversight mechanisms.

Algorithmic analysis exposes trading manipulation

The research team analysed millions of wallet transactions recorded on the Polygon blockchain, where all Polymarket activity is publicly verifiable.

By designing algorithms to detect repetitive and circular trading patterns, they identified that 14% of the platform’s 1.26 million wallets exhibited behaviour consistent with wash trading.

These accounts repeatedly transacted with each other but rarely interacted with the wider market, indicating self-dealing activity rather than genuine speculation.

According to the study, wash trading accounted for an average of 25% of total Polymarket transactions since 2021.

The frequency of this artificial activity fluctuated over time, peaking at 60% in December 2023 before declining to around 5% in May, only to climb again to roughly 20% by October.

The findings illustrate how easily decentralised markets can be manipulated when transaction costs are negligible and identities pseudonymous.

The authors, including Columbia Business School professors Yash Kanoria and Hongyao Ma, economist Rajiv Sethi of Barnard College, and doctoral student Allen Sirolly, emphasised that their estimates are not definitive.

However, the data suggests a consistent pattern that raises questions about how on-chain markets represent real sentiment and liquidity.

Token speculation may have fuelled artificial activity

While the study did not allege direct involvement by Polymarket itself, it identified structural features that make wash trading possible.

The exchange charges no transaction fees, supports self-custodied crypto wallets, and enables stablecoin settlements, allowing traders to operate multiple pseudonymous accounts without meaningful cost.

The researchers also linked several spikes in artificial volume to rumours of a potential Polymarket token launch.

In decentralised finance, such speculation can drive traders to inflate their activity in hopes of qualifying for “airdrop” rewards when a new token is released.

In early October, Polymarket founder Shayne Coplan posted on social media hinting at a possible token, coinciding with one of the sharp rises in wash trading.

Sirolly noted that authentic trading volumes tended to surge around real-world developments like election polls or sports results, whereas wash trading peaks aligned more closely with token-related rumours.

This suggests that some users were trading not for market insight but for eligibility in prospective reward distributions.

Regulatory context and industry competition

Polymarket, founded in 2020, has become one of the most active blockchain-based prediction platforms, allowing users to bet on political, financial, and cultural outcomes.

Its closest competitor, Kalshi Inc., operates under US regulation but does not run on a blockchain, limiting external scrutiny of its data.

The report’s timing is significant. In 2022, Polymarket reached a $1.4 million settlement with the Commodity Futures Trading Commission (CFTC) for operating an unregistered exchange and subsequently barred US users.

Despite regulatory pressure, Polymarket remains attractive to institutional investors.

Intercontinental Exchange Inc., owner of the New York Stock Exchange, recently signalled plans to invest up to $2 billion in the company, underscoring the mainstream financial world’s growing interest in blockchain prediction markets.
